Community Prosecution and Nuisance Abatement

At the heart of this program is an interest in community. Properties with regular
nuisance activity quickly become a blight on the neighborhood.  The nuisances
frighten away law abiding residents, discourage reinvestment, and consume police
time and other city services.

We believe that as community members there are things we can do to discourage
nuisance behavior and encourage  property owners to be responsible about their
building's occupants and maintenance problems.  

The basis for the program is Milwaukee's Chronic Nuisance Property Code 80-10,
which in effect, tells property owners that
"If you do not take action to try to stop these nuisances
from recurring then you and NOT the taxpayers will pay the
cost of the police that must respond to your building."

The Community Prosecution Program was created to help manage these nuisance
properties. Through working with community members and enforcement agencies  
the goal is to correct the problems before the code comes into effect.  The program
works by having a Community Prosecution Unit (CPU) for each Milwaukee Police
District.  Each CPU consists of a Coordinator, representatives from the District
Attorney's office and Police Department and members of community organizations.

The CPU Coordinator for the South Side (District 2) is SOC staff member Louisa
Diliberti.  Her role is to document chronic nuisance issues reported by the
community and help facilitate resolution.  She then works with the affected
neighbors and team members to minimize unnecessary prosecution and improve
neighborhood quality of life issues.

Other District 2 team members are: Assistant DA Kelly Hedge, Assistant DA Joy
Hammond, Officer Cory Harris, and Community Liaison Officer Jesus Gloria.
